So how does anyone get 'qualified' to handle a natural disaster? Isn't it always the one who's left holding the bill at the end? | |

One gets 'qualified' by participating in disaster training (both as a provider and as an administrator/incident commander). Consistently bypassing that not-so-subtle requirement by appointing untrained agency administrators (and hiding behind the 'the ones who are trained work under him' idea) is asking for trouble and we deserve every single demolished house and dead baby we get. | |
